Considering a unitive fusion ring (line, ring, or block of adjacent neutrons inside each others nuclear barriers) the two left out flanking neutrons from the 16 inner connecting neutrons (O16) seems less relevant and rational (and that is our only present argument): The 18 near neutrons will form a heavy oxygen O18 atom, if the two remaining neutrons are invited by the O16 nucleus.

During the general ice melting period where the surface temperature reduces to the point (some 600°C) where a more stationary solid surface (land) can form (before that: only ice and water covers the flat Earth surface), enough time lapses to generate erosion products, forming the first mineralogically rich soil.

 

The first Earth surface water vaporization generates high altitude atmospheric oxygen production through sunlight splitting H2O molecules with an entailing Ozone Shield formation (ultraviolet biological life protecting shield) on credit of a (HESC, very low) hydrogen escape rate.
